Chiranjeevi to meet cadres

HYDERABAD: Prajarajyam party president K Chiranjeevi would soon embark on an elaborate exercise to interact with mandal-level and village-level PRP leaders over the next 10 days.

Though the schedule has not been finalized, messages have been sent to all contestants to shortlist at least 20 names in their respective constituencies who sincerely took the party to the masses. These 20 leaders would have direct interaction with the party president and they in turn would be asked to identify 50 leaders at the mandal-level and village-level, who would have an opportunity to meet the party president and share their experiences over dinner.

Party sources said that the dinner diplomacy was being planned to keep the cadres’ morale high till the day of counting, May 16. Strangely, Chiranjeevi would be doing an exercise which his arch political rival and TDP president N Chandrababu Naidu completed well before the conduct of elections in the state.

Meanwhile, the PRP president was on a high on Monday with more than satisfactory feedback from contestants in East Godavari, West Godavari and Visakhapatnam. The review meetings held to assess the party’s performance in East Godavari and West Godavari ended on a buoyant note with party leaders exuding confidence that the party would win 28 out of the 34 assembly seats.

Contestants who attended the meeting claimed that women and first-time voters in both the Godavari districts came out in large numbers to cast a `decisive vote’. The polling percentage in both the Godavari districts was as high as 81.5 per cent. The PRP president has reviewed the party’s performance in 22 districts and the last one on the list is Krishna district, which would be reviewed on Tuesday.

In response to a query, contestants from West Godavari said that they would strive for the victory of any candidate from Palacole, in case the party president decided to retain the Tirupati assembly seat.

In another development, the party demanded the state government to announce and ex gratia of Rs 1 lakh to 38 people, mostly poor farmers, who died of sun stroke across the state in the past 48 hours.

Chiranjeevi to keep Praja Rajyam leaders engaged

Regardless of what the outcome of the elections would be, Praja Rajyam Party (PRP) president Chiranjeevi has decided to sit in the office to ensure that the party does not go off the track.

He is contemplating to announce programmes for the party leaders and workers to ensure that the flock is together.

According to party sources, the long gap between the polls and the declaration of results has forced him to adopt this strategy.

The leaders said if Chiranjeevi stayed away from the party office, no leader would take interest in the party affairs. Chiranjeevi may announce the party programme for the next two weeks after the completion of constituency-wise performance analysis. He directed several leaders, including his brother-in-law and party general secretary Allu Aravind, not to leave the headquarters for a while and asked him to participate in the analysis process.

Following Chiranjeevi’s directions, Allu Aravind has taken up party activity even though he wanted to undergo treatment for back pain. Chiranjeevi also instructed some other State-level leaders to stay put in the party office and pay attention to people’s affairs. Apparently, Chiranjeevi wants to put the PRP in the limelight till the results are announced though the activity may change after the results are declared.

Restructuring of the party may begin after the fourth of this month as Chiranjeevi himself stated that there was a need to reorganise the PRP.

He already announced the formation of separate wings for farmers and labourers. The committees and their presidents for these wings may be named the next week.

So far, the party has been functioning with convenors at the district, constituency and mandal levels and there is a need to announce full-fledged committees for them. Chiranjeevi may use the feedback coming from the candidates and other leaders to decide the right leaders for the district, constituency and mandal levels.

“From now, on there will be a receptive leadership at the party headquarters and all the leaders, including the disaffected ones, will be taken in to confidence,’’ stated the Praja Rajyam Party president Chiranjeevi.
He would meet all the leaders, irrespective of their positions, and would accommodate all those who worked for the party in various positions. Chiranjeevi was interacting with mediapersons here Sunday in between the ongoing constituency-wise analysis of party performance. The exercise has nearly come to an end and just a few districts remained, he stated.
After May 4, he would start meeting leaders constituencywise, including disappointed ticket aspirants.
Due to lack of time before the polls, he was not able to meet all the people, the actor said. As many of the leaders were away campaigning, there was no one in the office to give the second-rung leaders a hearing and this had brought the “non-receptive’’ tag on the party, the PRP chief pointed out.
Lack of a proper communication system had caused some errors in selection of candidates, he conceded.
Irrespective of all these problems, the party had fared well in the elections, Chiranjeevi maintained, and exuded confidence that it would get a clear majority.
There was 72.5 percent polling in the State — 17 percent more than in the previous elections — and all the additional votes had gone into the PRP kitty, he said, adding that the feedback from the candidates corroborated his estimate. Ridiculing other parties for claiming credit for increase in the polling percentage, Chiranjeevi claimed that that was to be attributed to the rise of the PRP.
He critisised both the chief minister and Opposition leader for going off on vacations, “neglecting the people’s problems’’.
The paddy produced by the farmers was not bought at minimum support price on the pretext that it contained moisture, he alleged, and wondered why prices of essentials were not declining.
Asked what action the party would take in the case of candidates who did not campaign, Chiranjeevi said such things would be looked into. He admitted that some leaders had taken the polls lightly.
The PRP chief rubbished allegations that party tickets were sold, and stated that the canard was spread by disgruntled elements.

Are Praja Rajyam MLAs independent?

With a close result being expected for the state elections, a heated debate is on in political circles about the status of MLAs elected from the Praja Rajyam. Will they be treated as legislators belonging to a recognised party and bound by the party whip, or will they be treated as independents because the party is not recognised, is the big question.

The debate has gained importance because of talk that main parties like the Congress and TD-led Grand Alliance could poach the party’s legislators. The Praja Rajyam is not a recognised political party as per the symbol order, though the Election Commission gave the party a common symbol for the elections. It will be recognised automatically once it secures a minimum of two seats in the Assembly and six per cent of valid polled votes in the state, which is a given.

Since the Praja Rajyam has so far not been recognised by the Election Commission, other parties are arguing that its MLAs will not be bound by the Anti-Defection Law and will be free to extending support or voting in favour of any party and should be treated on par with independent MLAs.

According to sources, there was a debate among politicians on the subject at a party held on Sunday attended by, among others, Dr K.V.P. Ramachandra Rao, MP and friend of the Chief Minister, and Mr Allu Aravind, Chiranje-evi’s brother-in-law and Praja Rajyam power front.

When contacted Mr Aravind acknowledged that the debate was on. “We know both the Cong-ress and the TD are trying to create confusion among our MLAs.”

He said the party had discussed the issue with constitutional experts in Delhi. According to them, Mr Aravind said, whoever gets elected on behalf of the Praja Rajyam would be automatically treated as MLAs belonging to the party.

“The rule says whoever contests the polls on the B-form issued by a political party, whether it has got recognition or not, will automatically be treated as MLAs belonging to that party,” Mr Aravind said. “There is no ambiguity on this. We know the intentions of these old parties, but we are not afraid of them. We are going to get absolute majority.”

The Chief Electoral Officer, Dr I.V. Subba Rao, endorsed this view. “I think defections are not allowed to candidates elected on behalf of a political party and on the B-forms issued by that party,” he said. “If the whole party decides to support another party in the formation of government that is a different story, that is allowed by the law but not through defections.”

Cong, PRP top list of poll spenders

Congress and PRP leaders top the election expenditure list in six Assembly segments each in West Godavari district. Whereas the TDP candidates top election expenditure in three Assembly segments.

In Palacole Assembly segment Praja Rajyam party president Konidela Chiranjeevi spent Rs. 4,65,364 against Congress candidate Bangaru Usharani who spent Rs 4,87,492 and TDP candidate Ch Satyanarayana Murthy Rs 4,59,931.

As per the election expenditure furnished to the election officials by different candidates, Eluru Parliamentary constituency Congress candidate Kavuru Sambasiva Rao spent the highest amount of Rs 12,53,764 in the district followed by Praja Rajyam party candidate K P Reddiah Yadav who spent Rs 8,44,245 and Telugu Desam party candidate Manganti Venkateswara Rao (Babu) whose expenditure stood at Rs 8,41,631.

In Narasapuram Parliamentary constituency Congress candidate Kanumuru Bapiraju spent Rs 9,88,599 against TDP candidate Tota Sitaramalakshmi’s Rs 8,93,382 and PRP candidate Gubbala Tammaiah Rs 8,25,995.

Coming to Assembly segments, in Kovvur segment PRP candidate Bunga Saradhi spent Rs 2,97,876 against Congress candidate Koyye Moshen Raju who spent Rs 2,57,344 and TDP candidate T V Rama Rao’s Rs 2,48,299.

In Nidadavole segment Congress candidate G Srinivasanaidu topped election expenditure with Rs 7,06,747 against TDP candidate Burugupalli Sesha Rao who spent Rs 5,66,948 and PRP candidate Rudraraju Gajapathi Kumara Raja who spent Rs 3,95,837.

In Achanta Assembly segment TDP candidate topped election expenditure with Rs 4, 08,339 against Congress candidate Pitani Satyanrayana who spent Rs 3,44,909 and PRP candidate Kudupudi Srinivasa Rao who spent Rs 3,44,270.

In Narasapuram Assembly segment Congress candidate Mudunuri Prasada Raju spent Rs 3,76,513 against TDP candidate Bommidi Narayana Rao who spent Rs 3,62,477 and PRP candidate Kothapalli Subbarayudu who spent Rs 3,45,408.

In Bhimavaram Assembly segment PRP candidate Vegesna Suryanarayana Raju election expenditure stood at Rs 4,21,922 against Congress candidate Pulaparthi Ramanjaneyulu who spent Rs 3,12,281 and TDP candidate Gadiraju Satyanarayana Raju who spent Rs 3,31,633.

In Undi segment PRP candidate Vanapalli Pallaiah’s expenditure was Rs 5,45,940 against TDP candidate V V Sivaramaraju who spent Rs 5,23,532 and Congress candidate Patapati Sarraju who spent Rs 4,85,113.

Praja Rajyam Party president Chiranjeevi is reconciled to the fact that he cannot become Chief Minister of Andhra Pradesh this time.

However, there is still a last hope for him to realise his dream. If Chiranjeevi gets 45-50 seats and the Congress gets around 100 seats, then he can come to an understanding with the latter to form a joint government, on the lines of BJP-Janata Dal (S) arrangement in Karnataka. And he can share the chair with the Congress nominee (YSR or DS) in turns. That is the only option available to him. The question is whether it is possible with Y S Rajasekhara Reddy in chair. Who knows, this can also be a possibility!

HYDERABAD: The Praja Rajyam Party claimed that the constituencies going to the polls tomorrow were their bastions and it would win a majority of the seats.

While Rayalaseema would be a cakewalk, the south coastal districts from East Godavari to Nellore were also highly favourable to the party, it maintained.

Speaking to the media here today on the eve of the second phase, party political affairs committee members P Upendra, KSR Murthy and general secretary Umamalleswara Rao said it would win about 70 Assembly seats in the next round.

The Congress and Telugu Desam were spending huge amounts of money and plying the people with liquor, and the police were largely unable to check this, they maintained.

But Chiranjeevi’s campaign had drawn massive crowds and the people would teach a lesson to the corrupt Congress, they added, pointing out that the chief minister had kept scaling down the numbers he expected his party to bag. Beginning with 260, he was now citing 160. Even this might end up at 60, they joked.

As for the Telugu Desam, the PRP leaders wondered where it would find the money for the cash transfer scheme (CTS) and ridiculed it for jumping the gun by even handing out application forms for the same.

In contrast, the PRP’s promises were credible, they said.

KSR Murthy urged the voters to weigh their options especially carefully in the parliamentary constituencies and keep in mind the fact that the Congress MPs from the State had failed to secure anything from the Centre. In fact, they had merely looked on as Tamil Nadu walked away with several projects, he said.

Praja Rajyam Party hopes to win 105 seats

With polling for the 13th Assembly in the State getting over today, the Praja Rajyam Party (PRP) is hoping to become a king-maker in governmentformation.

It expects to win at least 105 seats across the State and hopes that there will be a hung Assembly. Under such circumstances, the PRP would become the kingmaker and decide who should form the next government.

The PRP office in Hyderabad remained silent without any activity while the other two major parties — the TDP and the Congress — celebrated the occasion claiming that victory was theirs.

Though PRP leaders turned up at the party office, they stayed away from the media and hesitated to make any comment on the second phase of polling.

PRP president Chiranjeevi, who’s contesting the Tirupati Assembly constituency, remained in Tirupati observing the polling patterns throughout the day. He was scheduled to go to Palacole in the morning, come back to Tirupati by afternoon and return to Hyderabad.

But, he stayed back in Tirupati in the backdrop of yesterday’s incidents.

The PRP leaders hope to do well in the second phase as the turnout of women voters was phenomenal in the coastal Andhra districts.

PRP political affairs committee member P Upendra stated that youngsters and women had voted in the PRP’s favour.

“The turnout of women and youth was very good. In fact, the youth outnumbered elders. All the youth have voted for us. The women votes should go either to the TDP or come to us. My feeling is that women have voted in our favour,’’ Upendra reasoned.

The PRP hopes to win about 70 seats in the second phase and with 35 seats in the first phase, its tally may reach 105. The expectation of the party leaders is that the Congress and the TDP might get about 110 to 120 seats each, resulting in a hung Assembly. They feel happy as the party managed to put up a better fight in the second phase than the first. According to them, Chiranjeevi is going to win with impressive margins from Palacole and Tirupati.

The PRP has done very well in East and West Godavari districts and Krishna district, the party leaders opine.

They expect to win about six parliamentary seats. According to them, the PRP will win Anakapalli, Kakinada, Narasapuram, Machilipatnam, Guntur and Rajampeta parliamentary constituencies.
