Over 60 percent polling marked in Andhra

Over 60 percent of 26.6 million voters Thursday exercised their franchise in 20 Lok Sabha and 150 assembly constituencies in Andhra Pradesh as the second and final phase of polling ended amid incidents of violence in several areas.

More than 20 people were injured in clashes between activists of rival political parties while the police had to open fire at two places. This was in contrast to the first phase, which was by and large peaceful.

The polling, which began at 7 a.m., came to an end at 5 p.m. However, those who were standing in queues at polling booths were being allowed to cast their votes.

There were 254 candidates for Lok Sabha polls and 1,822 candidates for assembly elections.

The state’s chief electoral officer I.V. Subba Rao told reporters that re-polling would be held Saturday in 36 polling booths where electronic voting machines (EVMs) were damaged in clashes.

Activists of the ruling Congress party, the main opposition Telugu Desam Party (TDP) and superstar Chiranjeevi’s Praja Rajyam Party (PRP) clashed at several places in Kadapa, Anantapur, Chittoor, Kurnool, Prakasam and Nellore districts, police said.

The second phase witnessed a keen triangular contest among the Congress, the four-party Grand Alliance led by the TDP and the PRP.

Most of the incidents of violence were reported from Kadapa, the home district of Chief Minister Y.S. Rajasekhara Reddy.

Groups of Congress and TDP workers exchanged home-made bombs in Nagasanipalli in the Mydukur assembly constituency. The state police fired 30 rounds to disperse them.

Clashes were also reported from the Pulivendula constituency, from where the chief minister is seeking re-election.

The police also opened fire in Chinnaganjam in Prakasam district when Congress and TDP activists clashed.

Tension prevailed near a polling booth in the temple town of Tirupati in Chittoor district when Congress and TDP workers tried to prevent PRP chief Chiranjeevi from visiting the booth.

There was a near-stampede when the film star-turned-politician, who is contesting from the Tirupati assembly constituency, visited a few other polling centres.

Chiranjeevi is also contesting from Palakollu in his home district West Godavari. TDP chief N. Chandrababu Naidu is contesting again from Kuppam in his home district Chittoor.

In Anantapur district, people in a village attacked Congress candidate Prakash Reddy in the Rapthadu constituency. Villagers of Gadekunta did not allow him to enter the village. He was last week arrested by the Bangalore police in an attempt-to-murder case and was released on bail Monday.

Polling began at 7 a.m. in 30,446 polling stations in 10 districts in south coastal Andhra and Rayalaseema regions. There were complaints from some polling booths about non-functioning of EVMs.

The PRP, which is making its electoral debut, appears to be strong in parts of the south coastal region, posing a challenge to both the Congress and the TDP. The caste factor is likely to play a dominant role with the Kapus, who constitute a sizeable chunk in East, West Godavari and Krishna districts, rallying behind Chiranjeevi.

Though there is no anti-incumbency, the PRP factor may cut into traditional votes of the Congress, while the TDP is looking to cash in on the division of votes.

The Congress and PRP are contesting all seats on their own while the TDP has left eight assembly seats for the two communist parties. The Bharatiya Janata Party (BJP), Bahujan Samaj Party (BSP) and Lok Satta of bureaucrat-turned-politician Jaiprakash Narayan are also in the fray.

Central ministers Pallam Raju and Pannabaka Lakshmi, YSR’s son Y.S. Jaganmohan Reddy (all Congress), actor and former central minister U.V. Krishnam Raju (PRP) and actor Murali Mohan (TDP) are among the key contestants for Lok Sabha elections.

With Rayalaseema and parts of south coastal Andhra notorious for poll violence and electoral malpractices, election authorities had deployed over 60,000 policemen and paramilitary security personnel.

They also installed closed circuit television cameras in several sensitive polling booths in Kadapa, Anantapur and Guntur. Security was up in Tirupati after Wednesday’s incident in which police tried to search Chiranjeevi’s hotel room following the Congress allegation that he was distributing money among voters.

The police retreated after Chiranjeevi insisted that they conduct the search in the presence of mediapersons.

Following protest from the PRP, Subba Rao sent a top police official to Tirupati to monitor the polling and also removed a police officer from poll duty.

The first phase of polling was held in 22 Lok Sabha and 154 assembly constituencies in Telangana and north coastal Andhra regions April 16.

As many as 69.75 percent of 31.2 million voters cast their votes in the first phase.

Congress workers shadow Chiranjeevi: Praja Rajyam

TIRUPATI: Congress workers, led by Tirupati Urban Development Authority chairman Chevireddy Bhaskar Reddy, on Thursday closely followed Praja Rajyam Party chief and contesting candidate for the Tirupati Assembly seat Chiranjeevi as he went round some of the polling stations to inspect the polling process, PRP sources said here.

Going by the unruly scenes created by Congress workers at the hotel where Chiranjeevi stayed with family yesterday, there was palpable tension as the actor-turned-politician, who was fighting his maiden electoral battle, set upon his visits.

A heavy guard of police personnel, led by Inspector General of Police V S K Kaumudi, was deployed across the town and all polling stations to ensure a free and fair poll on Thursday, officials said.

As he reached the polling station at M R Palle, Chiranjeevi came across his Congress rival Bhumana Karunakar Reddy, causing some anxious moments among workers on both sides, the PRP sources said.

However, nothing untoward happened as a strong posse of policemen kept guard.

Chiranjeevi then exchanged pleasantries with people waiting in queue to cast their votes and left.

The PRP sources claimed that Congress workers, however, tried to block Chiranjeevi when he went to the Byragipatteda polling station in the town but police intervened and cleared the way for the PRP chief.

12.43% polling in AP in first two hours

Hyderabad: Around 12.43% of the electorate exercised their franchise in the first two hours of polling in 20 Lok Sabha and 140 Assembly constituencies in Andhra Pradesh today.

Barring minor incidents, polling has been peaceful since it began at 0700 hours.
“Polling has been by and large peaceful. Some minor incidents have come to our notice. An EVM was stolen before polling began in Cuddapah. At Chandragiri, in Chittoor district, miscreants have destroyed an EVM,” State chief electoral officer I V Subba Rao told reporters.
While Hindpur recorded the maximum of 17% voting, Nandyal saw the lowest trun out of 8%, state election authorities said.
Malfunctioning of EVMs was reported at some places and they have been quickly rectified, he said.
The CEO said he would hold video conference with district Collectors and Superintendents of Police every two hours to review the situation.
Replying to a query, he said the situation in Tirupati is peaceful.
A scuffle took place between Congress and Prajarajam activists in Tirupati yesterday where Prajarajyam founder Chiranjeevi is contesting.

Police fire 30 rounds in air in Kadapa

Police had to open fire in the air to prevent a mob war between MLA Ravindra Reddy and Telugu Desam Party (TDP) candidate Raghurami Reddy’s son on Thursday in Kadapa district.

The incident took place when both sides had an altercation at Nagasanipalli village in Kadapa district during the second phase of polling.

Police fired 30 rounds in the air and dispersed both groups.

Chiru learns aggressive politics

The Wednesday’s incident of Congress workers attacking his hotel room has taught a big lesson to Praja Rajyam Party president Chiranjeevi.

He has realised that there is no point in being mild and timid in politics; and one needs to be aggressive to counter the opposition onslaught.

So, when he went round the polling stations in Tirupati on Thursday, he was at his aggressive best. Accompanied by his party leaders and workers, he straightaway entered the booths and argued with the rival party leaders. In one polling booth, he had a face to face encounter with Congress candidate B Karunakar Reddy and he put up an aggressive posture, notwithstanding the slogan shouting by the Congress workers.

He knows that his presence in the polling stations would make some difference, as there was near stampede in all the places to have a close look at the hero. Hereafter, the PRP president will play “rough” with his rivals, as he does in films!

Chiru inspects polling booths in Tirupati

PRP chief Chiranjeevi has been inspecting various booths in Tirupati,and reportedly enquired about the arrangements for the voters as well as the election staff.

There was mild tension at SVN College booth when Chiranjeevi arrived there.In order to prevent any incident,the police have closed the gates when Chiru was inside the college premises.This has led to Congress activists anger and demanded the police to open the gates immediately.But,until now,the polling in Tirupati has been peaceful,thanks to the large number of police battalions and special officers which the EC has sent yesterday.

The second and final phase of polling is going on today. As many as 140 assembly and 20 Parliament seats are going to the polls today. All the three chief ministerial aspirants, YS Rajashekar Reddy of the congress, Chandra Babu Naidu of the TDP and Chiranjeevi of the PRP are in the fray in the second phase.

While YSR is contesting from Pulivendula and Babu from Kuppam, Chiranjeevi is contesting from tow places, Tirupathi and Palakollu.

KrishnamRaju, Murali Mohan and Roja are the other prominent film stars who are trying their luck at the hustings today.

Why Chiranjeevi is no NTR

After appearing in nearly 150 films, Chiranjeevi has entered the unfamiliar theatre of politics with the hope of repeating the magic of N.T. Ramarao (NTR) in 1982 — sweeping the polls within nine months of launching a new party.However, Chiranjeevi (54) is not NTR and the political situation in Andhra Pradesh today is not comparable to the one that helped catapult NTR, say his political opponents and independent observers. “The leader and masses are there. But to win elections, you need a political programme and an organisation — he lacks both,” said Prof Hara Gopal, political scientist. “Chiranjeevi’s Praja Rajyam Party is more a commercial venture than a political party,” said Parakala Prabhakaran, who was among its founding leaders in August last year. Disillusioned, Prabhakaran resigned early this month. “We thought using his charisma and crowd-pulling capabilities, we would built a new political platform. But he was neither interested in politics nor in creating any structure.” At a rally that Chiranjeevi addressed near Medak that went to polls in the first phase, a young crowd was ecstatic and charged as the star arrived three hours behind schedule on a scorching afternoon. They tried to touch him and were frantic as Chiranjeevi thanked them for their love. “Now I will give you a lifetime of happiness, not merely happiness that lasts couple of hours,” he said rhetorically and moved on to his recurring theme — ‘social justice’. “He’s talking about social justice in an abstract sense,” said Gopal. “Many of us pleaded with him to define our programme. He didn’t bother,” said Prabhakaran. That’s where Chiranjeevi is not patch on TDP founder NTR, also a film star but who managed to rewrite Andhra’s political script. “NTR had a political programme that combined the interests of the poor and pride of the Telugu people,” said N. Chandrababu Naidu, (59) his son-in-law and current TDP chief. “NTR had articulated politics ranging from centre-state relations to local governance,” recalled Prabhakaran.
There are more such dissimilarities that suggest Chiranjeevi is no comparison to the NTR phenomenon. The NTR fan following was better educated, socially respectable and spanned three generations; Chiranjeevi’s fans are less educated and restricted to the 18-30 age group. NTR made a social alliance of Khammas, a substantial section of backward castes and Madigas, a component of Dalits. “NTR picked up socially acceptable candidates. Moreover, the situation was ripe for a non-Congress party,” said Gopal. “PRP candidates are either moneybags or weak ones fielded to help either the Congress or TDP in a particular seats for a consideration,” adds Prabhakaran. Chiranjeevi feels his persona is good enough. The PRP paid Rs 50 lakh to hire an engine — its election symbol — and rode around the state. The star himself, his son, nephew, daughter and son-in-law were the passengers, turning down suggestions that other leaders should be there too. The impact that the PRP may make this time is going to be mere flicker that will die down in the storm of real politics.

Chiranjeevi may play kingmaker

Hyderabad: Campaigning has got over for the second phase of polls on April 23 in Andhra Pradesh and the wait has begun for actor-turned-politician Chiranjeevi and his Praja Rajyam Party (PRP).

All political parties, including the ruling Congress and the opposition Telugu Desam (TDP) are eager to see how the PRP fares in its maiden outing. Even though Chiranjeevi may not have enough steam to form a government on his own in the state or prop one up at the Centre, he upset a few calculations.

Though the actor says he’s confident of winning 20 of the state’s 42 Lok Sabha seats and 150 of the 294 assembly seats, the results could be very different. If early indications are anything to go by, it would be creditable for Chiranjeevi if his party manages anything between 20-30 assembly seats and even a low single digit tally in the Lok Sabha. That’s because the pitch has already been queered for the PRP. There were a spate of resignations within days of the party’s launch over allegations that it was being run like a family business and that tickets were being sold.

In the first phase of polls that covered 22 LS and 154 Assembly constituencies in Telangana and North Andhra, the Mahakutami or grand alliance of four parties were expected to fare much better than expected. In northern Andhra PRP was expected to have a token presence.

This is all the more why so much is at stake for the PRP in the second phase, that covers the 20 LS and 145 Assembly constituencies in coastal Andhra and Rayalseema. Chiranjeevi knows this too, a reason why he has decided to contest from Tirupati and Palakol in West Godavari for the Assembly. Though it might be cakewalk for him in Palakol, the actor could face a stiff challenge in Tirupati, where he is up against Congress candidate and former Tirumala Tirupati Devasthanam (TTD), chairman B Karunakar Reddy. The Congress candidate is expected to garner the support of 35,000 TTD staff and their families.

Though there is little evidence of mass support for the PRP in Guntur, Krishna and Prakasam districts, the party is expected to do well in the east and west Godawari districts because of the presence of the dominant Kapu community to which Chiranjeevi belongs. Some analysts believe there will be a wave of support for the actor, from the youth and first-time voters.

However, the debate is not about whether Chiranjeevi will form the next government, but about whether he will have enough seats to play kingmaker. The PRP is certain to cut into the vote banks of the Congress and the TDP, resulting in wafer-thin margins and Chiranjeevi is likely to call the shots even if he gets 20 plus seats.
