The central government late Wednesday said a resolution in the Andhra Pradesh assembly will be moved for the formation of a separate Telangana state.

“The process of forming the state of Telangana will be initiated. An appropriate resolution will be moved in the state assembly,” Home Minister P. Chidambaram said in a statement in the national capital.

The Telangana region has been on the boil after Telangana Rashtra Samiti (TRS) chief K. Chandrasekhara Rao’s fast unto death, demanding a separate state entered the 11th day Wednesday.


“We have asked the chief minister (K. Rosaiah) to withdraw the cases booked against leaders, students and others associated with the agitation. The chief minister said he will take necessary action,” Chidambaram said.

“We are concerned about Chandrasekhara Rao’s health and we request him to withdraw the fast. We also request all others, especially students to withdraw the agitation,” he added.

Prohibitory orders under Section 144 Criminal Procedure Code are being clamped in all ten districts of Telangana, including Hyderabad, to maintain peace, Inspector General of Police A R Anuradha announced here today.

The prohibitory orders, which will be in force from tomorrow till December 11, come in the wake of the “peace rally” to the state Assembly planned by the Joint Action Committee of Telangana Students and Teachers here on December 10.

“The JAC has not applied for permission to take out the rally. Even if it applies, the permission will not be granted since no rally is permitted to the Assembly which is currently in session,” the IG, who is posted for supervising law and order in the wake of the ongoing agitation for Telangana, said.

She advised passengers coming to Hyderabad on December 10 to avoid their journey as far as possible in view of the agitation.

Prohibitory orders banning the assembly of five or more people were imposed in Hyderabad and nine other districts of Telangana were imposed under Section 144.

For the second consecutive day, TRS stalled the proceedings of the state assembly Wednesday demanding that it pass a resolution for a separate state of Telangana.

Speaker Kiran Kumar Reddy adjourned the house for 15 minutes as TRS legislators, supported by the Bharatiya Janata Party (BJP) and the Communist Party of India (CPI), gathering near his podium.

Chief Minister K. Rosaiah told the house that the central government was considering the issue of a separate Telangana and that it should be given time.

“It is a sensitive issue. The government has to act responsibly. We can’t just table a resolution like that,” he said.

In Delhi, senior Congress leaders continued hectic talks to find a solution. Finance Minister Pranab Mukherjee and Home Minister P Chidambaram elicited opinions of various leaders from Andhra Pradesh and conveyed the same to Congress president Sonia Gandhi.

Hundreds of policemen encircled Osmania University, the nerve centre of the movement for a separate state here, to foil student plans to conduct a rally Thursday.

Tension prevailed on the campus as armed policemen have been posted at all the buildings. Students who are staying on despite orders to vacate hostels are likely to be arrested.

The Joint Action Committee (JAC) of students had planned to march to the state assembly to demand the passing of a resolution on a separate state. After the police denied them permission, they decided to conduct a peace rally up to Indira Park.


Three JAC leaders were also taken into custody last night as a precautionary measure.

“A holiday has been declared in all the colleges in the region till Dec 18 and there is no reason why any student should stay on campus,” Inspector General of Police A R Anuradha said.

Since, TRS also plans to mobilise its workers from neighbouring districts for the proposed rally, the government has mobilised additional police and paramilitary forces from other states.

Police have erected check posts at all the entry points to Hyderabad and asked people of other places to avoid travelling to the city Thursday.

Tension also prevailed at Kaktiya University in Warangal as policemen were deployed in large numbers to prevent any protest. A group of students who are on a hunger strike on the campus are likely to be arrested.

The authorities have already ordered closure of hostels and the mess on campus.

Telugu actor-turned-politician, Mr K Chiranjeevi on Wednesday began a new innings in his career when he entered the Legislative Assembly as a member from Tirupati constituency.

The Praja Rajyam Party (PRP) president entered the premises of the assembly with a rousing welcome by his party colleagues. But, his entry was also marked by protest from a former PRP leader Masala Eranna, who had quit the party before elections to protest the denial of ticket. Police later whisked away Eranna when he was trying to enter the House raising slogans of ‘Chiranjeevi down down.’

Clad in white with a green scarf, Chiranjeevi, the floor leader of PRP, took oath as member of the 13th Legislative Assembly, whose first session began with members taking oath of allegiance to the Constitution of India and vowed to abide by the assembly rules.

The 53-year-old Chiranjeevi, who launched PRP in August last year after a three-decade long successful film career, took oath in Telugu amid thumping of desks by his party legislators.

Before entering the house, the actor told TNN that his party would play the role of a constructive opposition and take up people’s issues in the House.

Though claiming to be a strong contender for power, PRP finished a poor third with 18 seats in 294-member assembly in April elections. Chiranjeevi himself lost the polls from Palacole in his native West Godavari district, though he was elected from temple town of Tirupati.

Bureaucrat-turned-politician, Mr Jayaprakash Narayan, who was elected from Kukatpally segment, also made a beginning as the state legislator, on the slogan of clean politics.

Though Jayaprakash Narayan was the only Lok Satta candidate elected, the party made an impressive beginning by polling significant number of votes, especially in urban constituencies.

Jayaprakash, who took oath in the name of the sacred office of the legislator, had quit as an Indian Administrative Service (IAS) official in mid 1990s to launch Lok Satta, a movement for democratic reforms. In 2007, he turned the movement into a political party.

Earlier, the session began after the Governor, Mr Narayan Dutt Tiwari, administered oath to senior Congress party legislator, Mr J C Diwakar Reddy, as Pro tem Speaker at Raj Bhavan.

Two out of 35 cabinet ministers could not take oath as they were away attending the last rites of newly elected Congress legislator K. Revatipathi who died Tuesday following cardiac arrest.

His death brought the strength of Congress party to 155 in 294-member house.

For the first time in its 26-year-old history, TDP is sitting in opposition for the second consecutive term. The party bagged 92 seats against 45 seats it held in the previous assembly.

Telangana Rashtra Samiti (TRS) won 10 seats, down from 26 in 2004 elections. Majlis-e-Ittehadul Muslimeen (MIM) improved its tally from five to seven.

CPI won four, against six in the last elections. The strength of CPI-M came down from seven to one. BJP remained at two while three independents were also elected.

It was like the first day, first show feeling for megastar and Praja Rajyam Party president Chiranjeevi on Wednesday. He felt like a film hero, who is anxious to know the audience feedback on the first show.

“It is very much thrilling for me to be in this august House for the first time. It is my second chapter in my life, after quitting the Telugu film industry. I feel privileged to be amidst of senior politicians,” he said, after coming out of the House.

Chiranjeevi appeared a little tense, as he was taking oath as the member. He said he would continue in politics, “manasa, vaacha, karmana.” (in word and deed).

In his own words, it was like his first day at school. Both excited and diffident at the same time quite like a schoolboy, PRP president Chiranjeevi made his political arangetram by entering the portals of the state assembly for the first time on Wednesday along with his 17 members.

Chiranjeevi as well as his party men wore green coloured silk scarfs around their necks. But it was immediate action for the filmstar-turned-politician; no sooner had he stepped down and proceeded to enter the assembly premises when he was confronted by former TDP MLA Masala Errana who had been denied a PRP ticket this time.

Chiranjeevi had no clue as to the intentions of Errana as the latter first shook hands with the PRP chief. But all of a sudden, the peeved rebel said he has come to give Chiranjeevi the title of “Mogalturu Mosagadu” (cheater from Mogalturu.) Mogalturu is Chiranjeevi’s home town in West Godavari district. A stunned Chiranjeevi did not know how to react to the situation. However, before he could think up some lines by way of response,the assembly security staff whisked away Errana and cleared the way for Chiranjeevi.

Once inside, just when the atmosphere of the portals of power was beginning to sink in, the media sent in a chit to Chiranjeevi requesting him to come outside and speak to them.

However, the ignorant PRP chief did not budge from his seat saying that he cannot move from there without the permission of the speaker. He ventured out only after he was told by the experienced legislators near him that permission was not necessary.

Later, talking to the media, Chiranjeevi said it was a life time experience for him and he would cherish the memories for ever. “We will play the role of a constructive opposition. We will support the government on all important issues and in the conduct of the house and would go with the opposition if the government takes an anti-people stand,” he added.

Veering him away from politics we rewind to his 30-year long film career and remind him about things that were close to his heart once. Does he regret not donning the director’s cap and also not featuring in his 150th landmark film? “After experiencing the love and affection of the people and the confidence they have placed in me, these landmarks are nothing in comparison. Yes, I did want to turn director and dish out a magnum opus like Braveheart but after getting into politics, I have no regrets whatsoever,” he says. Chiru (as he is popularly known) likens his filmi career to two innings. The first innings was that of a struggling actor till Kaidi propelled him to stardom, and after that his second innings saw him pooling in all his energy to sustain the stardom. So, which of the two was challenging? “My third innings as a political leader seems to be more challenging,” he retorts. However, he states that more than reaching the top, it was sustaining the stardom that was more demanding. “You are alone at the top. It’s like being on a mountain peak, where you should be wary about glaciers, shortage of oxygen and every move has to be measured,” he explains. Is that the secret of his success? “Not just that, I always used to deeply analyse my flops and tried not to repeat them,” he informs. Looking back, which roles have been the most memorable for him? “Every role is memorable for me since I always enjoyed the process of doing a film and never waited for the result and just moved on to the next.” Now that he has left the top slot vacant, who among the present crop of stars, has the potential to take his place? “I find most of them talented and obviously the best would emerge the winner,” he cut shorts, without listing the prospective names. Technically his last release was in his son Ram Charan’s untitled film, where he plays a cameo. “No. I just appeared for a couple of moments in a song,” he waves it off. Going back in time, we talk of his Bollywood hits in the 90s — Pratibandh and Aaj Kaa Goondaraj. So, what prompted him to do those films? “At that time some of my Telugu films flopped, but after the Bollywood hits, I returned to regain my stardom here. I had done those films to prove myself —that a southern star can make it in Bollywood as well. Also the admiration of regional fans has no match,” he reasons. So, does he miss the arc lights? “I do. But I see myself in Pawan, Charan and Allu Arjun when they act in their films,” he reveals. “I’ve become a household name in the state due to the film industry and it’s my turn to repay the industry by addressing some of its pressing problems,” he says. The star-turned-politician feels that stars can enter politics like any other eligible citizen but should have a ‘commitment to serve’ people for a long innings. Is he wary of losing his fan following? “They may have been supporting other parties, but once I started my party, they all have come back to me,” he retorts. On his road shows that were a hit, he says, “Getting closer to the people and receiving their overwhelming response cannot be described in words.” As he makes his debut in politics has he read up on the subject? “No book can replace the first hand experience of people’s problems,” he retorts. Was he hurt by criticism? “It hurt when opponents indulged in character assassination but I just ignored baseless allegations,” he replies. Is he nervous about the poll outcome? “I am cool and confident,” he avers. “Films had prepared me for this because I learnt the art of not worrying about my new releases. Similarly, I am not nervous now as I can sense a silent revolution among the people of Andhra Pradesh, who are seeking a change in governance,” he signs off.

They say that actors always live dual lives, one is for the fans and the other is for those who are around them. There are very few original individuals who tend to be themselves be it anyone. However, the person in focus today is megastar Chiranjeevi and these are few facts from those who know him.

Apparently, it is said that when Chiru is in the presence of a crowd, he is the most warm, affectionate and approachable person. Given his gestures and the initiative he takes in reaching out to people, one would be really floored by his human touch. That is the Chiru most of them would know as a personality.

However, there are those who have been with him when he is not in a crowd and they say that Chiru is a complete contrast. It is said that Chiru is quite grim and has a sort of touch me not approach. After Chief Minsiter Dr Y S Rajasekhara Reddy, it is now the turn of Telangana Rashtra Samithi president K Chandrasekhara Rao, to attack Andhra Jyothy daily.

KCR is upset with the reports that appeared in Andhra Jyothy in the last two days that he had questioned lack of organisational structure in Praja Rajyam and that he had advised PRP leaders Tammineni Sitaram and Bhuma Nagi Reddy to go back to the Telugu Desam for a better political future. He alleged that a section of media was trying to create a rift between TRS and PRP by planting such baseless stories.

“We do not want to interfere in the internal affairs of another political party,” he said.

But inquiries revealed that the news was leaked by TRS leaders themselves, in a bid to embarrass PRP. And it was true that KCR had raised the issue of lack of organisational structure in the PRP and advised them to learn from Chandrababu Naidu.

What about TRS, Mr KCR? Does it have any organisation at the ground level?

YSR Pushes for Early Poll

The Chief Mini-ster, Dr Y.S. Rajasekar Reddy, on Wednesday urged the Congress president, Mrs Sonia Gandhi, to go in for Assembly elections in February instead of the scheduled April-May. Sources close to Dr Reddy said that Mrs Gandhi heard out the Chief Minister and said she would examine other opinions as well.

Dr Reddy told Mrs Gandhi that the deepening economic crisis would result in people losing jobs and incomes, and it would be difficult to console them. Also, the power shortage would peak during April-May and this could turn the people against the Congress, he said. The power situation would be under control in February.

The Chief Minister got clearance from the Prime Minister, Dr Manmohan Singh, to raise Rs 6,000 crore funds from outside sources. He got about Rs 2,000 crore additional funds from the Centre. Dr Reddy also secured a National Security Guards centre at Hyderabad. This will be one of the four that the Prime Minister had announced in the aftermath of the Mumbai attacks.
